Shamala Gadgil
Consultant working on behalf of Coventry City Council, Coventry City CouncilShamala Gadgil is a senior transport and infrastructure consultant and a part-time doctoral researcher at Coventry University. She currently advises local authorities on the planning, delivery, and governance of electric vehicle charging infrastructure, with a particular focus on residential and on-street provision.
She has led and supported major EV programmes in the West Midlands, including on-street charging schemes, residential charging hubs, and pilot projects integrating renewable energy, battery storage, and emerging technologies. Her work brings together policy, procurement, grid coordination, and community engagement to ensure that infrastructure is both deliverable and equitable.
Alongside her professional role, Shamala is completing a PhD on knowledge transfer between lead and follower markets in EV charging deployment. Her research develops an integrated analytical framework combining socio-technical systems theory with multi-criteria decision analysis to examine how policy, investment, social acceptance, and technology interact across different national contexts.
She is Chair of the Transport Technology Forum’s Electric Vehicle Charging Infrastructure Working Group and works closely with central government, local authorities, network operators, and industry partners to support practical, evidence-based delivery of zero-emission transport infrastructure.
Her work is grounded in frontline delivery experience and focuses on bridging the gap between strategic ambition and real-world implementation.
