Mark StevensAssistant Director Direct Services, Haringey Council and chair of ADEPT Engineering Board
Mark is Haringey Council’s Assistant Director Direct Services.
His 41-year local government career predominantly spans highways and transportation services, having previously worked at Suffolk and Leicestershire County Councils, Peterborough City Council, Luton Borough Council and Southwark Council.
Mark is the Chair of ADEPT’s Engineering Board, is ADEPT’s representative on the UK Roads Liaison Group and the World Roads Association (PIARC) UK Committee and, though, Haringey Council, is a member of the Future Highways Research Group.
In July 2020, Mark was awarded the Chartered Institution of Highways and Transportation’s ‘Transportation Profession of the Year’. Amongst other issues, this recognised his work on COVID-19 recovery and the successful pursuit for enhanced maintenance funding at a national level for the highways sector.

Financing panel discussion: Securing funding and alternative revenue streams
The recent spending review has made it ever more challenging to secure access to funding. This session will explore how highways authorities are looking to plug this gap
- Additional revenue streams: EV charging points, moving traffic offences, lane rental, road user charging, filming fees, smart lighting, wifi, solar power, etc
- Secure outside funding, PFIs etc
- Doing more with less: If funding from DfT becomes more challenging, what will survive and what must be sustainable?
- Innovative future revenue streams, such as kinetic energy/other ways of generating energy or revenue from the streets (bullet point to be reviewed)
