Carnell launch SAFETYcam decision matrix for designers at Traffex
With SAFETYcam now becoming widely used by highway maintenance teams and major projects teams across the country, Carnell have developed a simple to use one-page decision matrix to aid early adoption of SAFETYcam during scheme development.
The SAFETYcam mobile road worker protection system is a proven solution to incursions and site vehicle speeding. Evidence captured by SAFETYcam recently led to a number of convictions and an even greater number of pending prosecutions of third-party vehicle incursions into roadworks.
Having developed the multi-award winning SAFETYcam, Carnell found the decision to use SAFETYcam on a scheme by scheme basis was often being taken immediately prior to the construction phase, or even after incursions had already being encountered on site. Working in partnership with our clients to ensure optimum deployment, we wanted to ensure that the decision whether to use SAFETYcam or not was being taken earlier. Deciding whether to adopt SAFETYcam should be part of the overall risk reduction and prevention measures developed during the design stages and early contractor involvement (ECI) stages of a scheme.
This led to the development of a simple, easy to use one-page risk-based deployment assessment to enable designers and project managers to make informed decisions whether to adopt SAFETYcam on a scheme, based on the assessed risk of speeding site vehicles and/or third-party incursions. Developed with design teams in Area 9, the handy decision matrix allows duty-holders under health & safety law including the CDM Regulations to evidence that they have applied ‘reasonably practicable’ methodology in assessing when to deploy SAFETYcam, ensuring scheme risks are managed to a point of being ALARP (as low as reasonably practicable).
As well as capturing submissible evidence on third party vehicle incursions, SAFETYcam also acts as a fully resourced and functional site welfare vehicle available for use by the entire site team. The vehicle has on-board Wi-Fi capability and is run by a dedicated SAFETYcam operative who is fully trained in using the equipment and is responsible for capturing site speeding and incursions, delivering daily reports to the client.
Road users entering our workplace is something we as an industry should not tolerate, and we need to continue combining education, enforcement and engineering to address this risk and change road user behaviour. The new SAFETYcam decision matrix is available for use by anyone and can be adopted by design teams and project teams across the country.
