An independent consultant specialising in advising government authorities and agencies on road user charging, including distance-based charging, point tolling, congestion charging and LEZ / CAZ schemes. 

Projects worked on in the UK include the London Congestion Charge, Dart Charge, the Tyne Tunnel, the London LEZ / ULEZ, and Clean Air Zones in four English cities.  Trevor has also worked on a DfT distance-based charging demonstrator project. 

Projects worked on outside of the UK include distance-based truck toll systems in the  Netherlands and Denmark, and point toll systems in Denmark and Ireland.  Also worked on the proposed all-vehicle distance-based charging system in the Netherlands.

Trevor has advised on many aspects of road user charging, including strategy, technical aspects, evidential aspects, requirements, procurement, implementation and operations.
